Online PhD Degree Programs: Accreditation of Spanish Universities
Traditionally, there has been no precedent for accreditation of the degree programs offered by Spanish universities. Hence, the legal framework for accreditation in the country is still poor, although this situation has been changing in recent years. The impetus for this was the entry of Spain into the European Space for Higher Education, which is prompting Spanish universities to update their academic programs, which include Bachelor’s, Master’s and Doctorate programs, as well as online PhD degree programs, to come up to European standards.
The lead agency for the creation of an accreditation system for higher education in Spain is the National Agency for Quality Assessment and Accreditation (ANECA), which was created in 2002 under the Organic Law of Universities of 2001. ANECA is tasked to draft guidelines, criteria and procedures for the accreditation of higher education programs granting undergraduate and Master’s degrees.
At the Doctorate level, the Ministry of Education and Science bestows Quality Label (Mencion de Calidad) Recognition for PhD studies, including online PhD degree programs, to Spanish universities to ensure that they meet the standards for participation in the European Higher Education Area’s national university systems. A Quality Label Recognition Award is a national qualification that evaluates the content of doctorate programs, both on-campus and online PhD degree programs, as well as their aims and structure; being granted a Mencion de Calidad is an assurance of the program’s academic excellence. Having this recognition will also qualify groups and departments taking part in the process to apply for grants given by the Ministry.
